Cooking instructions
- Cook barley groats.
- Fry onion and carrot grated on a small mesh, add canned tomatoes, pepper, and garlic.
- Stew barley and mackerel with tomato sauce, mix everything thoroughly.
- Transfer to a casserole dish and sprinkle with grated cheese.
